Documents would have to be translated from Bulgarian into a foreign language in the following cases: if you apply for employment or education abroad, marriage outside the country, certificate of various personal facts and/or data to be produced to foreign institutions, etc. And vice versa, translation of foreign documents into Bulgarian is required in the following cases: naturalization of educational qualification acquired abroad, marriage with a foreign national, evidencing before the Bulgarian authorities of various personal facts and data acquired aboard, etc.
Translation and legalization shall be performed by an authorized agency, since the latter has certified translators/interpreters as approved by the Consular department of the Ministry of Foreign Affairs and has executed a valid contract with the Ministry of Foreign Affairs for legalization of documents. Only an authorized agency could draw-up your documents in a legal manner.
Legal (official) translation is made by a certified translator on a form sheet of the authorized translation agency, having translator's signature and the stamp of the agency. Legalized translation does not only comply with the above requirements, but is also authenticated by the competent state authorities and is legalized by the Consular department of the Foreign Affairs in the last instance.

The procedure for documents' legalization is related to authentications by different Bulgarian institutions and depends on the type of document translated. Each document has a different duration and value for legalization. The complexity of such procedure can be demonstrated via the following example: a university diploma and the supplement to it represent two separate documents, which would require notarization of photocopies, authentication by the Ministry of Education and Science, translation of documents and legalization by the Consular Administration of the Ministry of Foreign Affairs. Apart from this, a consular authentication by a foreign embassy may be required.

You shall have provided all initial requisites for document legalization, e.g. - in the case of birth certificate to be issued by a municipal body, a specific rectangular stamp shall be placed at the back of the document; failing to do so, such document cannot be legalized.
From April 30, 2001 the Convention for abolishment of legalization of foreign public deeds in the republic of Bulgaria has been in effect, as made in the Hague on 5 October 1961. This convention stipulated a uniform method of drawing up a specific category of documents for international use - either via a specific certification ("apostille") placed on the document or affixation to the document of a special certificate ("apostille"). In its nature and form this authentication with an "apostille" is document legalization by the competent authority of the issuing country. The specific point here is that any documents provided with an original "apostille" are exempted from any subsequent forms of authentication and legalization.
